Academy of Policy and Development (APD) mulls incubating Glocal (Global Yet Local) Digital Talents with eduCLaaS

Academy of Policy and Development (APD), Vietnam has signed a memorandum of understanding with eduCLaaS Pte Ltd, the international subsidiary of Lithan Academy from Singapore to explore the opportunities of jointly offering applied degree CLaaS® courses in Vietnam.

CLaaS® delivers Competency Learning as a Service to support digital upskilling for higher education students, working adults, and enterprises in the digital economy. It adopts work-based learning pedagogy with competency-based curriculum for blended learning journeys that deliver tangible career and business outcomes.

When the proposed partnership materializes, Lithan at APD’s campus will deliver graduate degrees. For undergraduates, Lithan delivers an applied degree with an international work-study journey where learners gain up to three years of work experience before graduation.

eduCLaaS’s Founder and CEO, Leslie Loh said “Modern employers require plug and play graduates who could be productive from the first day on the job. Our blended learning program, where students can enrol in a work-study degree, delivers seamless job induction before graduation: with varied learning activities from e-learning, flipped classes, assignments, mentoring, project implementation, especially with 3 years of on-the-job training at the workplace. Our learners are Glocal (Global yet Local) digital talents as they engage in borderless learning and working, alongside international learners and employers, supported by over 20 regional campuses from across Asia.”

Mr. Tran Trong Nguyen, President of Academy of Policy and Development said, “APD shares Lithan’s vision of developing 21st-century relevant workforce with a global-ready mindset and perspective through high-quality digital training. We want this proposal to turn into fruitful cooperation with Lithan and drive our strategy of offering world-class training.”

Mr. Nguyen also elaborated on APD’s significance as a training provider and its part in the Vietnam government’s plan, he said, “APD is a member of the Viet Nam Ministry of Planning and Investment, we often invite ministers to join our trainings and also to compose the syllabus for the trainings. Vietnam MOET has a strategy to improve digital training and APD is an important part of it. The government has a policy to establish a National Innovation Center belonging to the Ministry of Planning and Investment, APD will be setting up this center in its campus, which will include two-member centers; a start-up center and a talent incubator.”
